To use Expense's per diem and VAT functionality and the city field in expense entry, it is first necessary to enter the cities from which selections will be made. Countries and states must be created before cities. The process detailed below creates states and cities from the main menu. It is also possible to add states to countries in the country setup window, and to add cities to states in the state setup window.

An alternative process is to download the cities from another source, such as the General Services Administration (GSA) per Diem tables. A profile that can automate the download of country/state/cities and their per diem rates can be scheduled.
